[PD] Midi device number out of range?

Hi everyone, can anyone tell me how to fix this
problem. When ever I start pd.34 I get a message in
the dos window, midinopen: MMSYSTEM002 A device Id has
been used that is out of range for your system. Is
there a way I can fix this? One probeelm is that the
settings tab has been disabled from our computers by
the system administrator? That's not good right?
