[PD] makefile and tcl

yeah i could always link /usr/include/tcl to /usr/include/tcl8.3... i
guess i'm curious if there is some holy debian-endorsed way to do it ;) so
thoroughly off topic in that respect.

i've never come across the problem before but then, pd is the only tcl/tk
app i use.
