[PD][announce] patcher~

Hi all,

after having found the error that made pd crash it's now time to
announce a new external:

patcher~ is a 'simulation' of the signal patch field which is used e.g.
in the old Synthi AKS.

There's no graphic stuff, one has to send it a message containing
numbers which specify where the plugs are. Just imagine the positions on
the AKS being numbered from 0 to 255 (from left top to right bottom)...
