[PD] pd & text->speech

The CSLU Speech Toolkit uses festival in a "TTS server" manner.. It's 
wrapped in Tcl, and accessible via socket connections.  This could be a way 
to integrate festival more easily into pd, since it's already been Tcl-ified.
