well, i have written the thing for a project of  me and my partner: 
nervOS; you can find some documentation at http://umlaeute.mur.at/nos
(if you were in Graz, Austria, you could have a look and see the 
installation at work for the next 4 weeks...)

i now, it is badly documented but:
the only object of this library is [ann_som] which is a self-organized 
map. you should be able to find something about som's at the technical 
university helsinki.
there are 3 rules implemented of how neighbours influence each other:
kohonen, in-star and out-star (again, see the hut-homepage)
although the help-patch speaks of messages like
"rule KOHONEN" etc. this does not work. use "rule 0" (or 1/2) instead.

this was a very rough thought about ann.
for test patches i will have to have a look, but i think i will have to 
wait till the exhibition finishes to get access to my pc...
