[PD] experimental windows port of cyclone

hi all,

there is an experimental windows port of the newest cyclone
snapshot (only the two libs, no stand-alone externals yet) at

(I really mean 'experimental', so please, do not include it
in pure-data.org, pdb, etc.)

The good news is that the porting was as easy as rebooting into
windows (the hard part), writing a simple makefile, running nmake
and zip.  The bad news is that this has not been tested, other
than checking that the libs are being loaded by Pd.

The main purpose of this preliminary release is to catch any
serious windows-specific problems, like any class not working,
or working poorly -- before starting alpha-testing for real.
Please report.

Please note though, that in less serious cases, like the side
effects of wiping out your hard disk, or forcing your outlook to
spam everybody around, you are on your own -- download the source
and investigate.
