[PD] mp3play~ windows

mp3play~ is part of the IEMlib.  Generally, http://pd.iem.at/pdb/ (pure
data base) is the place to look, I think.  Actually, I seem to remember
when I tried it briefly, it wouldn't work properly, just playing a brief
glitch that seemed pretty much the same regardless of the file I chose.
