[PD] pd, text to speech, and windows

microsoft is evil.

that said, there probably is a  way to access the m$ api from
within pd.  alternately, you (or someone else) could try and
compile ratts under windows -- i tried to avoid using
linux-specific code when writing it, and rsynth (on which ratts
is based) runs on all sorts of platforms... i'd be happy to
include any windows makefiles, patches, etc. into the ratts
distribution, but i have no plans to actively support windows
myself...
