I'm using V4L2 and v4lctl setnorm NTSC works for me in pdp.
Before discovering v4lctl i used to change the norm in pdp_v4l.c
just adding :

x->x_norm = 1;

I guess PAL-Nc = 3 or 4 (dunno if it works in V4L1)
