[PD] Genetic Algorithm External

Hello list!

I've written an external of a simple genetic algorithm (i attached it to
this mail). It's nothing real fantastic, but if someone wants to use it...
Everything should be explained in the help file and you need flext if you
want to compile it (i only compiled it for windows yet).
