[PD] the "config-pd-msvc.txt" file

I apology for a such newbee's question but there is some points in the 
config-pd-msvc.txt that I do not understand :

I have fill the path:
# where is PD?  
# where should flext libraries be built?

and comment out :
# where is MS VC++?
# where is the pthreads package?
# where is the SndObj directory?
#SNDOBJ=f:\prog\audio\sndobj
# where is the STK include directory?
# where should flext libraries be installed?

I do not understand the following lines and it should be a problem 
because I use MSVC6, by default I also put it in comment.
# user-definable compiler flags
# e.g. FLEXT_USE_SIMD enables SIMD support for capable CPUs (for MSVC6, 
you need the Processor Pack)
#UFLAGS=/DFLEXT_USE_SIMD /G6 /arch:SSE

Actually when I run "build-pd-msvc.bat" a folder "s" is create in the 
specifiied folder it is empty
and I obtain this text in cmd:
