[PD] Basic Gem install Win95

I installed pd 3.7

I got gem+CVS 8-11-2003

The gem install said file not found next to all the files when I ran it

This is my command-line
C:\pd\bin\pd.exe -noaudio -lib C:\pd\gem\Gem

my pd window error message says:
Could not load -lib C:\pd\gem\gem.dll
could not load -lib C:/pd/gem/Gem

what is the matter?

I seem to remember something about GEMLib and putting some file in the
system folder?
