Well, it's on the CVS where all other files are and currently there is
no real permissions system set up, so CVS is more for
developers/coders. 

A better alternative could be puredata.info where you can share
things online very easily and where even "untrusted" people can
participate (don't take "untrusted" verbatim here ;). Currently
pure-data.info is getting restructured, but basically it works like
this: 

Create an account there, and start uploading patches. Patches and the
like are collected automatically under
http://puredata.info/community/patches if they contain the "keyword"
(sometimes also called "subject") "Patch", which you can set in the
Properties tab of the File. 

If there is need for subprojects then I could set up a sub-collector
below http://puredata.info/community/projects/, we would just need to
agree on a "keyword" for collecting these. Of course collecting also
could be done by hand-editing a table of contents page somewhere.
