I never used basic stamp, but if 16468 is the bit rate of the serial 
connection, then it's the problem.
16468 is not standart (a computer is not able to receive value at 
16468bps): try with standart value like 9600 ... 115200, and configure 
the same value on the computer and on the basic stamp.

The problem you have is that the 2 serial port (basic stamp and 
computer) are not at the same baud rate.
