hmm, maybe you have another jack running already ?

Some versions of jack are a bit lazy when cleaning up
(don't know if this is still true with the newest versions, I am
gradually trying to not having to know these things)

... try rebooting. This should clean up all leftovers from previous
jack invocations.

Then try with a program that you know that works with jack.

It is not very likely that the installation of the development
packages made your jack system non functional.
