[PD] maxlib from cvs don't compile with last pd

Use the build system in externals/build/(linux|darwin|windows).  maxlib is
not maintained in CVS because Olaf doesn't want to use the CVS.  I just
imported his code there, so I didn't want to make any chances because they
merging would be necessary.
