attached is a patch I have used in a performance that does what you ask
using FFT anal and resynth, it is simply the example from the documentation
modified with a "spectrum designer" array.

the example you ask is:
4.fft.examples -> 09.pvoc.pd
or
4.fft.examples -> 10.phaselockedvod.pd
(but look at all the directory 4.fft.examples)

here is what I did with it:
