[PD] latency for RME Hdsp on Windows

Indeed the native ASIO interface provides the best latency, but also 
Portaudio ASIO is working quite well with the devel version.
They are both not 100% clean though, especially when switching hardware 
buffer sizes with PD open (but DSP off).
