[PD] problems with OSC in windows

should be simple:
while windows does not know anything about cases, pd does.
so you have to to respect them too.

the external really is called "OSC" and not "osc". (e.g. there is and
OSC_setup() function but no osc_setup())
so try to run "pd -verbose -lib OSC" and this should fix your problems.
