You'll find the offical sources here: 
http://cvs.sourceforge.net/viewcvs.py/pure-data/externals/OSCx/

You need a compiler (MS Visual Studio 6),if you want to change the 
sources only. Otherwise you can use the (AFAIK) latest version (0.3) 
from: http://iem.at/~majdak/download/OSC/OSC4pd_CVS_0.3.zip

(In this package all sources are included, as well)
