because ffmpeg needs vorbis, so if you compile Gem with ffmpeg support 
you need vorbis too.

unfortunately the ffmpeg api is changing (in the packages that debian 
(and thus i guess also ubuntu) is offering), which means that Gem might 
need to be recompiled against the version of vorbis you are using.

which version of libavcodec, libavformat, libvorbis and libvorbisenc are 
you using?

all in all, it seems like you have a problem with wrong package 
dependencies. you should file a bug to the maintainer of the ubuntu Gem 
packages.
