[PD] OSC in pd canonical (was Re: Re: pure == slow, impure == fast ? was purepd)

I think this has something to do with liscensing compatibility.  Pd
isn't GNU (and OSC is?)   That is also why expr is an external rather
than an integrated object.  (Correct me if I'm wrong!)
