[Pd] "Path" and "Startup" options not available

For a few months now I haven't been able to access Path or Startup from the
file menu.  I reinstalled Pd a bunch of times, and it is the same with
0.38-3 and 0.39-2.  I click those options in the menu and nothing happens.
Anyone know what might be wrong?
