No, every partial starts with phase=0. You can see for yourself with: 

sinesum 256 1
sinesum 256 0 1
sinesum 256 0 0 1
sinesum 256 0 0 0 1
sinesum 256 0 0 0 0 1
etc.

sinesum is just a sum of sines. ;)
