[PD] toxy alpha19 on winxp

Hello I've tried extended 0.39-2 test3 and toxy doesn't work,
   I've replaced this alpha19 dll version with the alpha15 available in miXed site,
  and it works fine, even the multiscale widget that didn't work before.
  
  thanks for all other improvements in extended (help browser, new libraries)
