The amplitude spectrum of noise is white, which means every frequency up to the 
Nyquist frequency should have the same amount of energy (statistically, over 
infinite time period :-). Thus, white noise should not induce any pitch 
perception. What do you want to shift then?  Maybe you are speaking about 
_narrow-band_ noise, as NB-noise can induce pitch perception?
