[PD] Spectral Modeling Synthesis in PD?

How can one do Spectral Modeling Synthesis in PD, i.e. ability to analyze
both sinusoidal and noise components in a sound, and then resynthesize
those? Has anyone done this?

This seems to be something similar to what I'm interested in:

But I'd settle for something much more primitive.
