first, you don't need a gem.dll but a Gem.dll. that is soemthing 
different, even if w32 refuses to accept this...

where did you get Gem from?
download it from http://gem.iem.at/download.html
there are packages that only contain the Gem.dll (called 
gem-<version>-NT-<arch>-bin.zip)
