That's backwards.  You multiply the base by 13 and divide by 16.

The tune offset helps to create the psychoaccoustic (and mathematical)
phenomenon called beating (see
http://en.wikipedia.org/wiki/Beat_(acoustics) ).

This technique is also used by orchestras, when the various violins in
a section will slightly detune their individual instruments to create
a thicker texture.  So you can see how this would make sense, since
pad sounds are often an attempt to mimic a strings section.
