[PD] MP3 Layer II

Yes mp3 is for MPEG-1 Audio Layer 3
but some audio files with the extension "mp3" may be Layer I or II...

So, when i try to open a .mp3 with mp3play~, it returns "Layer II not 
supported"
Actually, i think the layer is relative to the ratio :
...something like that
-Layer I : 384 kbit/s
-Layer II : 160..256 kbit/s
-Layer III : 112..128 kbit/s
