I think so. It works for me on pd 0.39_2 WinXP. I can see the LEDs blinking on both the output and the input. Unfortunately [midiin] and [midiclkin] don't receive them.
But check this: [midirealtimein] will output a zero every time it receives a value between 248 and 255.

It's midiin that doesn't handle them. It should handle notes and control messages properly though.
