yep. thats a known issue with modern visual-c++ compilers.
i think this file (msvcr71.dll) ships with XP (but i might be wrong), it
is definitely not with w2k.

the best thing is to search the web for this file (or the mailinglist
archives; or probably even the README.txt that comes with Gem), download
it (don't forget the malware-checking of course) and install it either
into your w32-system directory (C:\WinNT\system32) or put it into the
same directory as the Gem.dll
