[PD] translations for pdpedia templates

[Hans-Christoph Steiner]

German Wikipedia doesn't use "stub" at all, so I think it would be  
good to follow their standard.  It is the second biggest wikipedia,  
so it should be well developed.

They seem to mark things with "Überarbeiten", combining the English  
"stub" and "cleanup" into one concept.
