[PD] windows latency down to 15 milliseconds

Hello!

Just for the info:

Under Windows XP and Vista(64bit) the lowest latency i can get with my
EDIROL FA 101(and its own ASIO driver) is 8 ms (one way) and by the test
(double) i get about 16 ms (so is seems right).
