[PD] no 0.41.1 extended debian testing in autobuild

Also there's trouble in moocow:
checking for flite.h... no
configure: error: required header 'flite.h' not found -- quitting
...
configure: WARNING:                    gfsm library not found!
...

And it looks like maybe a missing header in pdp:
