no. with a recent pd-extended version you should be able to copy and 
paste each comment separately by selecting it.
but selecting a lot of comments and pasting them into a textfile is not 
supported.
if you want to extract a lot of comments (like for documentation or 
whatever) you would have to run a script that grabs all comments of a pd 
patch and pastes them into a new file. this should also be possible in a 
texteditor using regex.
