I just looked at
http://www.wacomeng.com/devsupport/ibmpc/wacomwindevfaq.html
and it seems as if the SDK for Windows has changed to something called  
wintab which obvisously doesn't require an NDA anymore.
Besides, this would also mean that the source code of my wacom  
external wouldn't work with it.
