[PD] [pd~] not working (Windows XP)

I have just downloaded "Pd-0.42.5-extended-20090802-windowsxp-i386.exe" and
installed it.

When I try to create a [pd~] object it can't create it. The pd~-help files
don't work either.

 

I havn't found anything in the list archives about this. Any idea? Any
library that needs to be activated?
