no, you should not get a package, but the source code :
https://sourceforge.net/projects/pd-gem/develop
somthing like :
svn co https://pd-gem.svn.sourceforge.net/svnroot/pd-gem/trunk/Gem Gem/
should grab everything you need.
then, you'll have to read the README.linux in src folder
basically, you'll have to :
autoconf
./configure
sudo apt-get install whaterver missing
./configure
make
sudo make install
