[PD] midiout / sysex on windows

Yes, sorry, I was confused by the sysex stuff, [midiout] does indeed output the realtime status bytes, on ALSA and Windows as well. Sysex via [midiout] on Windows doesn't work: the start and end bytes are there but the message is missing.
