list time i use a windows computer was long ago, so i can't really help
path problem maybe use /program file/pure-data/pd.exe ?

sorry i was not clean.
start pd.
click "file" then "startup".
add -noaudio -audiobuf 0 -mididev 3
change the mididev to the one you use.
click "save all settings"
restart pd.
