no
it says "you need at least Pd-0.41" not "you need at most Pd-0.41"

that's more like the source of the problem.
you need m_pd.h, and pdgst's build system must be able to find it.
you can do:
$ make PD_SRC=/path/to/where/m_pd.h/lives/

PS: your subject says "compiling GStreamer" though it really should read
"compiling pdgst"; the latter needs the former, but it also needs
electric power to run
