[PD] [import] behaviour when library-meta.pd is missing

The meta file is required for a 'libdir' library. Other custom formats like Gem's or gridflow's perhaps don't require it.  I say lobby Tom Erbe to include the meta file, and structure soundhack like a libdir.  I'll happy answer any questions along those lines.
