[PD] Troubles running Pd-0.43.1test5 on Windows XP

trying to install on XP Pro,
following the 'new' method from the install.txt.
however autogen.sh is not in Cygwin.

searches seem to point to Guile as the culprit.
i'm not versed enough to understand the finesses of this discussion,
but, does it mean to forget about the 'new' install method for Pd?
