[PD] choosing your language at launch WAS: Japanese Pure Data book is out now.

I haven't included the latest yet.  If you are on GNU/Linux or Mac OS X with Fink or Macports, its easy to generate your own ja.msg file for Pd-extended to use.  Let me know and I can walk you throw the process.
