[PD] Pd-extended on Windows now has localization support

Hi Hans-Christoph,

Thanks for the correction.
Somehow, I can't access to puredata.info now so I can't test the latest beta.
I think these are all the points should be correceted.

can't wait for the 0.43 extended!
