[PD] Changing the defaul language in 0.43

So these are systems that were originally installed in Bulgarian then switched to US English?  If I can reproduce this on the Windows machines I have access to, then it'll be much easier to fix.

I have tried to switch the two pdlab Windows machines from German to English, but failed.  I couldn't make it switch, they stayed in German.  If someone has good, working instructions for how to switch either Win7 or WinXP to English, I'll try that.
