[PD] maximum "control rate" in Pd

The smallest time interval in Pd is probably 0 (samples, milliseconds,
whatever). The smallest non-zero time interval is probably the smallest
number that can be represented by Pd's number type, which is usually a
single-precision (32-bit) floating point number. The smallest number
that (my) Pd is able to print is 1.4013e-45. And since most time-related
object classes in Pd use milliseconds as unit, I'd argue the smallest
non-zero time interval representable by Pd is 1.4013e-45 ms.
