[PD] jack autostart?

[Miller Puckette]

OK.. I've applied the no-autostart patch (and another I found, about
.config files) from the debian patches.  Another of them 
(fix_vararg-on-arm64.patch got applied earlier.

Hoping to get a 0.47 out in Sept.
