that's "not correct". the correct approach would be:

    $ sudo apt-get build-dep gem

(which will install all the packages required to build the "gem" package
for Debian/Ubuntu/... ; the dependencies are for the "gem" package as
provided by your distribution (which might not be the newest), but since
dependencies often don't change very much it is usually a good start.
